legislation that lead to the intergovernmental agreement between
St Charles Parish and The Pontchartrain Levee District which
opened the door to the first Eastbank hurricane protection levee
pump. This legislation was the common dominator for the Corps
of Engineers, Pontchartrain Levee District, Motiva/Shell, and
St Charles Parish to focus resources toward one goal, the justification
for this pump project. The data complied through this agreement,
facilitated the St Charles Parish agreement with Motiva/Shell
and their commitment to one half of the cost of the Bayou Trepagnier
Pump, an approx. $4.3 million donation.
This was the first of its kind between government and private
industry in St Charles Parish. This data reduced the time requirement
of the Corps of Engineers Reconnaissance and moved St Charles
Parish into the Feasibility Phase of this study to justify the
remainder of the pumps in this levee system creating an $8.6
million credit toward future Corps work. This data was also
used for the FEMA decision for the reduction in flood elevation
and flood insurance premiums.
Successfully lobbied for and
received the first line item appropriation funded in the
federal budget for St. Charles Parish. It has been funded for four years for a total of approx.
$1.9 million. This appropriation facilitated a $1.1 million
grant issued for further wastewater infrastructure
improvements.
